No Fewer Than 98 Palestinians Have Died in Israeli Custody Beginning in October 2023, Israeli Data Shows

According to data from Israel, a minimum of 98 Palestinians have died while detained beginning in October 2023. A human rights group based in Israel has reported that the true figure is almost certainly substantially larger, because of many of missing individuals in Gaza.

Report Findings

A recent report recorded fatalities attributed to brutality, failure to provide medical care, and malnutrition. Analysts employed official data requests, forensic reports, and interviews with attorneys, advocates, relatives, and witnesses.

Israeli authorities released complete information solely covering the first eight months of the war. During this time, reported numbers show an record casualty rate among Palestinian prisoners, amounting to a single fatality once every four-day period.

Updated Statistics

The military most recently revised information on deaths in detention for May 2024, and correctional authorities during September 2024. Investigators identified an additional 35 fatalities in detention after these dates and validated them with government bodies.

Even with the overall count of deaths recorded being significantly higher than previous assessments, it almost certainly fails to capture the complete extent of Palestinian loss, per the director of the detainee affairs unit.

“Even though we are providing evidence for a higher number of deaths than previously reported, this is an incomplete account,” he explained. “We are sure that there are yet individuals who died in confinement that we are unaware of.”

Civilian Casualties

Confidential government records indicates that the majority of incarcerated Palestinians from Gaza who perished in prison were non-combatants, based on a related examination.

By May of 2024, a armed services record monitoring all combatants in Gaza, a registry of in excess of 47,000 listed people, listed merely 21 fatalities in confinement. By that date, 65 Gazans from Gaza had lost their lives in jail.

Detention Conditions

Physical violence, mistreatment, and further cruelty of detainees from Palestine has been normalised across Israel’s jail system throughout the duration of hostilities. Senior officials have openly admitted minimal sustenance and an underground jail holding detainees who never see daylight.

Existing and previous prisoners and informants from the Israeli military have all alleged widespread breaches of global standards.

Institutionalized Cruelty

The systematic abuse came with a troubling surge in casualties registered across no fewer than 12 prison sites in Israel. In the decade preceding the hostilities, there were usually two or three casualties a year.

“This is not merely an isolated incident here and there. It is systemic and it is likely to persist,” a spokesperson stated, partly due to the fact there is a culture of near total impunity for harming and abusing detainees.

Only a single instance of assaulting inmates has reached litigation, with the soldier given a penalty to seven months. An effort to charge others over a brutal attack involving assault resulted in political demonstrations and the arrest of Israel’s senior defense attorney, with the accused individuals now requesting that charges against them be withdrawn.

No Legal Action

“In spite of this significant total of casualties, throughout the conflict not a single person has been arrested,” the representative noted. “There have been no indictments over any fatality.

“During the time these practices remain in effect, each Palestinian individual in confinement faces risk, including the those in good health, also the young ones who have no underlying conditions.”

Notable Incidents

Some deaths in detention have been widely reported, including a 50-year-old medical chief who lost his life in confinement after a third of a year in confinement.

A detainee incarcerated with the victim reported that he was brought to the exercise area by prison staff just prior to his passing, visibly injured and naked from the waist down. His corpse has not been repatriated to Gaza.

Further inmates who lost their lives in detention in Israel remain anonymous. The prison service and military provided analysts with the number of fatalities in custody, and limited additional information such as the site where they died, but excluding the detainees’ identities.

Recognition Difficulties

For 21 instances, primarily people from Gaza, investigators were unable to correlate the limited information supplied by authorities to a fatality documented by rights organisations, via accounts from former inmates or accounts in the media.

The detainees’ families might not have learned about their relatives’ casualties either, as Israel has impeded efforts to monitor detainees it is detaining. Over half a year at the outset of the war, the defense forces would not provide to give essential data about the whereabouts of many of individuals held in Gaza, practically enacting a practice of involuntary missing persons, per the advocacy organization.

Restricted Access

From May 2024, government bodies have established an electronic contact for inquiries about Palestinians from Gaza, but this has provided only a modest and inadequate improvement. Investigators noted|observed|commented on
